was going to update a older motherboards bios file but what am I suppose to do with the ICSP thats in red.

it is off the motherboard its sitting in the dual powers green 32 pin dip socket

The ICSP header only for Microship PIC MCU chips. Not for BIOS. You need remove the W29EE512 off the motherboard.
