The PCB3 is the programmer hardware version and the dual power willem is the PCB3.

So, to program a 2716, the following tips may help:

1.Confirm your software shows PCB3 on the tool bar.
2.Set the DIP refer to software DIP.
3.Set the jumper same as showed in the software, just right side of the ZIF you will see two yellow jumper.
4.Set the Vpp jumper to your chip's Vpp, either 12.7V, 21V, or 25V
5.Load the data.
6.Blank check chip to confirm your chip is blank.
7.Write the data to your chip.

In case of fail on writing, check your Vpp is correct. Or confirm your chip's programming Vcc if it is 5V. If the chip's programming Vcc is other than 5V, you need just the Vcc jumper JP7 to 5V5 or 6V2, but you need unplug the USB power and switch to a 9V or 12V AC/DC adaptor.
