 I cheanged the .dev to .txt file, try to download the .txt file and change it back to .dev file after you downloaded it.

 right click on the link and select "Save target as" option.

 Download this PIC16F1455.dev file into GQ programmer software "device" directory. Example, my directory is "C:\Program Files (x86)\GQ USB Programmer\Devices".

 Added following line into devices.txt file:

 This device line is not been tested and confirmed.  Let me know if it works.
 
 Then you should be able to see it from the supported list.
