Hi. is possible read and write xilinx 18v01 over reduction or JTAG?

The software is not able to read from chip. it only can program the chip with data file you provided.

I need as the first read data from 18v01 and then write to second chip.

but in software i havent 18v01

It is possible.

If you can get programming data in any one of following formats: .stapl, .jam, .jbc

Those formats can be generated from Xilinx iMPACT software.
