I have the GQ 4x4 with the adp-098

The list of supported devices listed is the WinBond 25q128FV

The device I'm trying to work with is the WinBond W25Q128BV and it is not listed.

The only difference between the 2 that the W25Q128FVSIG has the /reset input on pin 3

The device ID detected for the W25Q128BV is the same as the W25Q128FVSIG.

I should be able to use the device option W25Q128FVSIG to program the W25Q128BVFG, correct?

SOIC-8 208mil VS SOIC-16 300mil.

Yes, it will work since you have the right adapter and can correctly read the chip's JEDEC ID code.
