pickit2 with some mods will write but (on my test of today) stuck on config verify

Chips are installed correctly.
Tried 2 DIPs and 1 SOIC on ADAFRUIT's DIP adapter.
Does not identify chip.

Can you confirm your chip location? For the 28 pin chip must pin 1 upward and top aligned.

GQ-4X does not read chip ID: unknown device 0000
