The only thing that the USB Pic Programmer does in the ICSP mode is says:
The programmer does not recognise the [18f4321] processor
Continue anyway?

It programs fine in the socket.

Any help would be appriciated.

Check your connection again, if no problem, then connect the ISCP from the socket using non-ICSP mode. See if it works in that way. This is to eliminate problem on your target circuit.
