Use this one:

http://www.mcumall.com/download/PL2303Vista.exe

Steps:
1.Connect the programmer
2.Uninstall the previouse driver from device manager
3.Disconnect the programmer.
4.Run this PL2303Vista.exe
5.Connect the programmer, the windows will fund the new device and looking for this driver.

tried a few things I found on the web, still no go. problem is I'm not sure the driver is set up for that chip, that's my guess because of the problems. I may revert back to the xp64 bit driver and try to work around the validation piece. The work around means I'll have to install every time I reboot, but it may be the best answer until Prolific releases a new driver, if they ever do. I'll post my progress and any solution I find.

Tested on Vista 64 and got same error as you.

Not sure why.

Maybe there are some setting in the driver?

nope, does not get by the reset failed. If you try to do anything to the chip, read, write, etc.. it trys to inialize and gives you the rest failed message. Thank you for your continued support on this issue.

How about ignore the "reset failed" message?
Mr CF Posted - 02/15/2009 : 10:27:34
I did get the USB to Serial to install. It installed as a COM port higher then 9 so I changed it.
The version that worked is 3.3.2.105 dated 10/27/2008.

That is the good news.

It does not seem to work with the PIC programmer however. After changing the ports to several diffrent ones, reboots, configuration changes, it still reports "reset failed".

Try to uninstall the previous driver from the device manager and check the check box on remove the file when removing the driver.
Mr CF Posted - 02/14/2009 : 14:14:14
a little progress however now I get this message
The drivers for this device are not installed. (Code 28)

The name is already in use as either a service name or a service display name.

To reinstall the drivers for this device, click Reinstall Driver.

Reinstalling the device, give me a returns me to the: The name is already in use as either a service name or a service display name.

I have verified that the device works correctly on a second computer running XP.
