 help with 5.0e willem eprom programmer

Help I have just brought a Willem EPROM Bios programmer, the PCB5.0E board. Can anyone please help me, I have installed the latest software v 0.98D11, and I have a 12 volt power supply on instead of the usb power lead. I have windows XP with sp3, the board test OK when I test it with the soft ware.

I am trying to reprogram an Intel N82802AB bios chip; I have set the 12 dip switches as follows, 1 OFF 2&3 ON 4 OFF 5&6 ON 7 OFF 8 ON 9 OFF 10 ON 11 OFF AND 12 ON. as indicated by the soft ware, I then put the chip in to the FWH/LPC socket on the board, I can then read the Intel chip and I can read the ID on the chip, but when I try to blank the chip the percentage bar comes up the bar then fills up with blue indicating that it as erase but the% stays on 0 and nothing happens, the red light is on, also I have tried to just programme the chip with no lack.
I need to find out if it’s me or if I have a faulty board.
