Will the GQ-4X program a Motorola TMS2716C? The datasheet is here, although the C version is not specifically mentioned:

I've tried the generic 2716B at different speeds but it always stops at 9%. I'm hesitant to try the 21v or 25v VPP devices because I don't want to damage the EPROM. Any tips are appreciated.

Any thought to adding it to the device list with a Message= to indicate DEVICE NOT SUPPORTED?

Or add an unsupporteddevices.txt. I dunno, just something to save us some time and hair pulling. Spent quite a few hours on this before I realized it was a triple supply issue. Had a variety of 2716s and it took a while to see that pattern of the ones that would always fail.

The GQ-4X does not supports TMS2716C. The TMS2716C needs a +/-5 dual power.

2716B should be OK. Erase the EPROM a bit longer and see if it works. Try to write multiple times if the first try fail.

The chip problem will let programming fail too.

I do not recommand your to try 21V, 25V VPP. The 2716B is 12.7V indeed.
