Having issues with a Motorola NMOS 2716

I can read it as a generic 2716, but have tried the following settings for writing and have had no luck:
- 2716 Generic (25v Vpp)
- AM2716
- M2716

All writes were done with a 9v 2A power adapter, so it's not a supply voltage issue.

It definitely uses a 25v Vpp as seen in the Datasheet, here:
