I have a Willem Enhanced USB programmer and I can read 27C4002 EPROMS without any issues but keep receiving the following error

error at 0x000000 chip = 0xFF buffer =0xEE


I'm using this adapter

Any ideas on what the issue might be?

If you got this error when you writing the chip, then the chip not been write correctly.

This error can be caused by many reason. You need to confirm programmer is working and then the adapter. Using Test H/W in software to check your programmer.
