Is it possible to, say, stick some wires into the TOP programmer and run them to my PIC in circuit and prgram it??

Theoretically yes. But no info on this.

But you need to make sure a few points before plug it in:

1. since the wires are directly linking the programmer and the target board, there are no isolation circuit between them. You need to make sure your target board is using 5V VCC.
2. make sure the target board's PIC chip's Vpp pin is able to handle 14V Vpp.
3. make sure the ground are well connected.
