 PRG-017 board not responding

So I recently bought a PRG-017 in order to program some 16f628a's that I have. I got all the stuff installed and it does not work.

On my w7 x64 it says that it can not recognize the chip, then if I click ignore it does the same thing as my vista machine

on my vista x64, it pops up these 2 messages



and this is how i have the chip on the programmer(notch is at the top)




How can I fix this?

Wonder why the chip is not placed in the ZIF like the image commands.

check USB cable.
