I have willems pcb6.0 "Deep Blue"

What do I need to do to be able to read/program this chip?
I have the clip to clip on chip, have wired it up to the adapter and locked adapter in but no matter what nothing, not to mention it is not listed in the software but was on the ad where i bought it.
