Can anyone tell me what the 2 14 pin chips are, marked with arrows in the below picture. Any information will be greatly appreciated. Thanks in advance.

The 4017 chips are 16 pin chips, and one is located in the upper right corner of the programmer, and the other one is the chip located right beside the first 14 pin marked in the photo above. These are the only 2 chips on the board that I haven't identified. If anyone has any information as to what these may be please let me know. Thanks.

I'm not sure. My impression that thay are CD4017.
