I have PRG-017 USB PIC programmer and USB Pic Prg Re.1.30 I cannot get ICSP to work at all with a 12f683.
heres my pinout (is it right):

GND - Pin 8
Vcc - Pin 1
Clk - Pin 6
Dat - Pin 7
Low - EMPTY?
Vpp - Pin 4

also are there any updates to the software or the programmer?

you have to set the software into ICSP mode.

From Options menu.
