Are you sure it is a "g" and not a "c" on the chip or is it a ROHM BR24G16?

I don't think those chips support ID.

The GQ-4x4 is a SPI programmer (Serial Peripheral Interface), the chip you are trying to program uses the i2c bus interface. I do not think the programmer supports both programming interfaces.

All 24 series EEPROM use I2C and thus supported by the GQ-4X.

Are you 100% sure because I2C and SPI are two different communication methods and no where can i find if the GQ-4X supports I2C.

Just look at any 24 series datasheet… Never found one that didn't work on the GQ-4X.
Keep in mind it can be called I²C, I2C, IIC, TWI, TWSI, Two-Wire Interface, Two-Wire Serial Interface or simply 2 wire.
