 Fail to write M2716 on GQ-4x4

Am new to the GQ-4x4 and am having difficulty writing to a ST M2716. The writing seems to fail almost immediately. I am using an external power supply of 9v rated at 850mA. The eprom says 21V Fast on it but looking at the specsheet of M2716-1F1 from ST it says it is 25V. I first tried at 21V and then at 25V with the same results. I see lots of posts with 2716 issues but it seems others are able to write fine.

Is there anything you all suggest I check? I suppose it could be a bad eprom too since I received it pre-installed in a project kit I purchased that was programmed by the seller and it didn't work out of the box. When I read the eprom in with the GQ-4x4 it was almost all FF so either he didn't write it successfully or something happened during shipping. It does erase successfully when I put in eraser and then run a blank check.

Try a lower speed.

Got some new eproms and was able to write successfully. I guess I just had a bad one.
