Hello, I'm having some strange voltage issues from my dual powered programmer. As per the tests in the forum:

vpp-26.6, 32.1, 45.7, 54.1
vcc-10.1

All pins have 8.6 except for following:

27-5.9
22-7.7

13,14,15,17,18,19,20,21,24,25,29 all have 0

The programmer is messing up my bins when programming, I'm always getting verify error with the chip not matching the buffer.

Any idea what is going on here?

Those chip should be fine. But it to be confirmed with a good working programmer.

My multimeter is working and those values were with usb power only. Will the chips I tried programming still be good?

If the voltage is that high, then the programmer is broken. Do not program any chip.
Make sure your voltage meter is working correctly.

Use USB power only and test again.
