 Cannot write into new 27c256 chip

I just bought the Enhanced Willem EPROM Programmer from here and it came with a 27c256 chip, so i did everything what the guide said, check pcb instead of willem, choose the chip 27c256, changed all the dip switches, put j3 jumper bottom 2, tested hardware hardware is present, then read and verfity the chip everything is all good, then when i try to check the chip making sure is blank it said the device is not empty, i currently do not have a uv eraser or another chip to try, just wondering do i have to preerase the chip b4 i can use it? or is there something i did wrong, also i read bunch of postes from here or willem.org they all said the Enhanced Willem EPROM Programmer cannot run 27cxxx good bcuz of the voltage issues, does that mean i am stuck or is there something i can mod to the burner, any input will be good, oh by the wait i am a complete newbie to this please explain this in english term :)

The Enhanced willem does support CMOS 27CXXX EPROMs, such as 27C256. It does not work for NMOS EPROMs, such as 2716,2732 etc.

The 27C256 which came with the programmer is brand new. However, it does not mean it is 100% blank since the EPROM is manufactuered about 15 years ago.

So, you need a UV eraser in order to write the UV type EPROM. Also, you need to check the chip if blank before write into it.

However, for the testing purpose, you can write the data on the blank area of chip.
