I have a new Willem Standard Programmer and everthing seems to work fine. However, after about a minute of no activity, both the red and green lights come on. When I do the Help-Hardware test, they are turned off. Then about a minute later, they come back on. Is this normal, or a potential problem?

It seems your PC LPT port been "hacked" by some software. To confirm this, unplug the data cable from programmer, and use a multimeter to monitor voltage change the pin 1 of data cable connector. See if the pin 1 voltage is changed after a minute.
