Sorry if this is a newbie question. I am trying to connect the 16bit adapter board to the GQ-3x I recently purchased from MCUMall. Is this the correct orientation?

Yes. It is correct for 40 pin EPROMs.

For the 42 pin EPROMs, you need connect three address wire too.

The external power is optional.
